According to BLS, employers generally require entry-level security guards to have at least a high school diploma or, in some cases, an associate`s diploma or certificate. These students must have completed at least a few courses in subjects such as chemistry, biology, and physics. As you mentioned in your correspondence, there is an important difference between the roles of an SA in a hospital and an IS in an emergency organization that actively responds to an emergency. First responders arriving at an emergency response site may face mass destruction, continuous release of chemical fluids, various physical and health hazards, and the possibility of secondary equipment or incidents that would not normally be present in a hospital. Within a hospital, CEW responsibility is usually limited to implementing the hospital`s emergency plan and protecting the first beneficiaries. The knowledge base required for hospital-based SOs is generally smaller than that required for emergency response.

Paragraphs 1910.120(q)(3)(vii)-1910.120(q)(3)(viii) require that a CEW designated by the Chief of Operations be aware of the operations conducted on the site; be able to identify and assess hazards; be able to give instructions regarding operational safety; and have the authority to amend, suspend or terminate the response activity. From the perspective of the hospital SO, its knowledge and training is usually limited to the potential hazards and operations of the institution. This knowledge can be acquired from internal and/or external training programs. If the hospital is involved in community-wide emergency response, SOs should be expanded to include the types of community hazards that early recipients are more likely to encounter and the skills that primary recipients need to respond to these threats. Topics that also need to be addressed include raising awareness of concerns about establishing a decontamination zone, controlling access to uncontaminated areas of the hospital, and understanding the minimum level of personal protective equipment for first receivers. The CEW does not need to be trained at the “first responder operations” level unless its intended functions include defensive measures. If the CEW is to be involved in the decontamination of victims, all competencies listed in 1910.120(q)(6)(ii) must be completed at the first responder operations level. Skills can be adapted to the tasks expected of the OS.

Similarly, the CEW does not need to be trained at the “hazardous materials technician” level, unless the CEW`s expected duties include an offensive measure. The Joint Commission on Accreditation of Healthcare Organizations (JCAHO) requires the SO to participate in internal exercises at least twice a year. These exercises would also help the RHA, as well as other hospital staff, maintain the necessary knowledge, skills and expertise in the event of an emergency. These exercises could include the use of an Incident Command System (ICS)-based response structure that supports the National Incident Management System (NIMS), such as the hospital`s emergency ICS in Appendix G of the First Beneficiaries document. In addition, a SO could achieve and maintain a level of professional knowledge, for example by being active in the CIP and participating in community-wide emergency exercises.
