From 2001, he served as Law Commissioner and then Special Adviser to the Legal Commission, which led its extensive work programme on housing law reform.
In 2001, he was an advisor to the Leggatt Review of Tribunals. He has been a member of many committees and bodies of the English legal system. From 2011 to 2012, he was an advisor to the House of Commons Select Committee on Public Administration. He was appointed CBE in 2002, a Middle Temple Councillor in 2006 and Queen`s Honorary Counsel in 2008.
